From one story to another?...

I was wondering if the copyright laws allow you to copy one small part of a text from one story to another as long as you include a notice saying that you do not own this part and that it does belong to someone else??

You really should contact the publishers of the other story and get permission.
Chances are they will let you - after all it helps to promote their book.
