Someone has a picture of me

Someone Stole a picture of me From my local College and is now Posting them on the internet (editing them) and they are also making a new domain and are posting my images minipliating pictures of me on the internet

what can i do?

i have proof that they said they are doing it and proof of me asking them to take them down and they still refused.

Unless you took the picture this really is not a copyright matter.

Do the images portray you in a defamatory way?
If so, you may be able to take action on that angle instead.

Probably best to complain in the first place to the ISP hosting the site. If they think a law suit is heading their way, there's a fair chance they will take the images down for you.
